Silver City council approves five-year ICIP and senior-center capital plan

On June 23 the Silver City Town Council adopted the town's five-year Infrastructure Capital Improvement Plan (ICIP) for FY28–32 and separately approved an ICIP focused on senior-center capital needs.
Staff presented the ICIP and identified the top five priorities to be submitted to the state legislature for consideration: city vehicles and equipment (including backhoe and dump truck replacements), wastewater treatment plant improvements (design and lab updates), downtown sidewalks and curb-and-gutter repairs, improvements to the Silver City Golf Park (additional design and capacity), and Phase 5 Little Walnut improvements to connect bicycle and pedestrian facilities. The presenter repeatedly emphasized the ICIP is a planning document to prioritize projects for potential state funding, not a pledge of immediate town funds.
Counselor Snider moved to adopt the ICIP 2028–2032; the council approved the resolution (2026-20) by roll-call vote. Separately, the council approved a senior-center ICIP listing kitchen equipment (walk-in freezer, hood, stove), restroom upgrades, vehicles, a backup generator and solar-panel installation; council amended the listed adoption date as part of that motion.
Councilors and staff noted the wastewater treatment plant is decades old and requires engineering study; the ICIP includes an initial engineering allocation. Staff and council encouraged continued coordination with state representatives and grant programs to secure capital outlay funding.
Next steps: staff will transmit ICIP documents to state contacts and pursue grant and legislative capital-outlay opportunities for the listed priority projects.
