The Foley City Council authorized staff to solicit competitive bids for water and sanitary pipe materials using ARPA funds and approved scheduling a special meeting (proposed Dec. 20) to open and accept bids before year end. Staff said procurement thresholds require public bidding for amounts over $175,000 and recommended soliciting standard pipe and accessory materials that could be used for the South Side or other projects.
Public Works and staff noted storage, delivery timing (anticipated late summer next year) and that the materials list aligns with the city's 2025 North Side project specifications to preserve flexibility. Sarah (speaker 7) said the procurement would include a contingency that staff can make minor adjustments.
Council also directed staff to seek quotes for updated water meters and a new reading system (estimated around $170,000) because the vendor no longer supports the current reader. Staff said these items are eligible uses under ARPA guidance as part of water and sewer infrastructure needs and would be presented with quotes at the Dec. 20 meeting. The motion to solicit bids for materials and to proceed with quotes for meters passed by voice vote.
