Councilmembers cited efforts to contain the increase — one councilmember (speaker 6) noted the adopted levy and fees represented a reduction from earlier proposals and said the city had reduced the anticipated increase "down to just over 4%" compared with higher averages elsewhere. After discussion, the motion to adopt the fee schedule passed 3‑2.
