Council approves design work for 13th Avenue and lead-service replacement planning for 2025

The Foley City Council approved agreements to advance the 2025 Street Improvement project and to begin design work for lead-service water-service replacements.
City engineer Jared Griffith presented a proposed additional design-services agreement for 13th Avenue improvements, describing mill-and-overlay work, targeted curb replacement and an east-side drainage tie-in. The packet lists the design amount as $114,000. Griffith said construction timing will be determined as final design work proceeds and staff discussed phasing so at least one route is open for the start of school.
Council also approved a design-and-bidding agreement for lead-service replacements covering up to 79 services in the reconstruction area. Griffith said the work will replace services from the curb stop to the in-home meter, that the project team will mail letters to affected residents and hold individual onsite inspections to document interior and exterior restoration needs, and that engineering and construction costs are expected to be reimbursed by grant dollars; staff said they will not begin construction until the Department of Health provides the final IUP funding allocations.
On motions from council, members approved both the additional design work for 13th Avenue and the lead-service design/bidding steps. Staff said the lead-service count is likely to be lower than 79 as inventory is refined.
