Waukesha City Board of Public Works approves park and infrastructure contracts, awards drop-off center refuse contract

The Waukesha City Board of Public Works on Aug. 8 approved several contract awards for park and public-works projects and authorized a new drop-off center refuse contract that staff say will begin April 1, 2025.
Staff recommended—and the board approved—awarding the Barstow Plaza railing replacement to Northway Fence for approximately $211,009.96; staff noted the bid exceeded the original estimate and proposed covering the overage from Org5573 (the Riverwalk improvements fund). “This project did come in over budget,” a staff member said, adding that PRF and the finance department identified available carryover funds in Org5573 to cover the difference. Melissa from PRF was present for questions.
The board also approved a $191,498 award to Blue Mill Maintenance Service Inc. to install resilient surfacing at Waukesha Springs Park and Bethesda Park. Staff said the bid was the only proposal received for that work but falls within the budgeted amount; members confirmed the surface is the playground resilient pad specified for those locations.
A third award went to Bergland Construction Company for Grady Park gate and column improvements. That mostly CDBG-funded project was recommended at $49,500 and was reported to be roughly $4,500 over the original estimate; staff said available carryover funds in Org5555 would be used to cover the overage and that the work is scheduled to occur before the memorial opening.
On the refuse side, staff presented a draft contract to separate drop-off center refuse services from the city’s residential refuse contract and recommended awarding the drop-off contract to GFL Environmental Services. The proposed contract term would begin April 1, 2025, and run through Dec. 31, 2028, with two successive one-year extension options. Staff emphasized the contract sets unit rates (per ton and per trip) rather than fixed totals and said their projections show about a 12% increase in year-one costs compared with current drop-off center spending. “We are reviewing the fees at the drop-off center…to work towards a net neutral cost,” the staff member said, noting that any fee changes would be brought back to the board for review and approval.
To address potential weekend capacity issues, staff said the contract includes pricing for an on-call Saturday pickup that the city can request if bins are filling faster than expected. “Basically, when we would use that would be if we really get an influx…we would call the hauler as quickly as possible,” the staff member said, adding the city last used a Saturday pickup in 2022.

The meeting had no further notices and was adjourned. Several board members asked clarifying questions about funding sources, scheduling and whether Saturday pickup capacity was included; staff said fee changes to offset increased costs would return to the board for approval.
