Waukesha board approves several construction bids, traffic-signal project and community event use

The Waukesha Board of Public Works on July 18 approved multiple contract awards and project actions across the city’s capital program, including interior renovations at Badger Drive Metro, perimeter fencing at a Badger Drive project, a cold storage building, library lighting, and a rebid traffic-signal project for East Broadway and North Hartwell Avenue.
Staff recommended awarding the Badger Drive Metro interior renovation contract (2311 Badger Drive) to Level Up Construction for a total recommended award of $227,885; staff said the project will be paid with city funds and reimbursed using federal relief funds. The board voted to approve the award.
For perimeter security fencing at Barstow Metro the low bid recommendation will go to Century Traffic LLC in the amount of $109,580; staff said federal funds will reimburse the city for a portion of the cost. A separate Barstow Plaza railing replacement bid came in over budget ($211,002.20 vs a $170,000 budget), and the board placed that item on hold so staff can work with finance on available funding before returning with a recommendation.
The board approved a low bid of $577,621.01 for the East Broadway and North Hartwell traffic‑signal improvements after a rebid reduced the traffic‑signal portion by about $100,000. Staff explained the project includes converting the Lincoln approach to a standard four‑leg intersection, adding a center median island on Hartwell to prevent certain left turns, and other geometric changes; the low bidder targets spring 2025 construction and staff noted the project budget will need to be carried forward into next year.
Mary Berg, recreation service manager for the City of Waukesha Parks, Recreation and Forestry Department, asked the board to allow use of the transit center for the community event Waukesha Unlocked; staff and the board supported use of the transit lot as an information hub, and the board approved the two‑day event access.
Public Works recommended moving forward with Morton Building’s low bid of $177,082 for the MBB Cold Storage Building (about 5,000 sq ft) to store parade barricades and equipment; the board approved the award. The Waukesha Public Library atrium lighting project had one bid (Will Surge Electric) that came in at $30,228, under budget; the board approved that award and noted Jeff Henke will be the project manager.
The board also approved a contract change order for Musson Brothers to add quantities related to a Waukesha Water Utility water-main replacement on Debbie Drive (additional cost $95,538, funded by the Water Utility). Staff listed upcoming official notices for several projects including pump stations and park resilient surface installations before adjourning.
The board recorded voice votes for each motion; most measures passed unanimously. Barstow Plaza railing replacement remains on hold pending a funding update.
