Council members note committee vacancy, SDC research and recent law changes for law enforcement

During the reports section April 1, Council Member Ben Giant said longtime Community Development Committee member Charlie Kitchens resigned after five years of service; the City will work with the mayor to fill the vacancy.
Council Member Doug Rainbolt said the Operations Committee is researching system development charges as a potential funding tool for growth-related infrastructure, with the goal of developing a fair, proportional model for developers and a preliminary proposal to return to council in coming months. Council Member David Lindley said staff support for SDC research has been ongoing.
Council Member Morella Mora provided a legislative update, saying two bills—SB 5855 and SB 5974—were recently signed into law. Mora summarized that the measures address law enforcement identification standards, update requirements and accountability standards for sheriffs and law enforcement personnel, include training requirements, and restrict some volunteer enforcement roles while increasing transparency measures. She urged continued emphasis on training within the city police department.
