Faribault accepts Icon LLC low bid for 2025 street reconstruction projects

City staff presented the 2025 miscellaneous street reconstruction program consisting of three smaller projects: construction of Amber Court as part of the Riverview Ridge plat, realignment of Grant Street and Park Avenue north of Highway 60, and realignment of Division Street and Old Four Street to change through movement and stop conditions.
Bids opened on the 18th and staff reported the low bid from Icon LLC at just over $475,000. Staff said the low bid was about 11% over the engineer’s estimate, but that total projected project costs and available funding put the program at about $546,000 — still beneath the overall budget. “The low bid coming from Icon LLC at just over $475,000,” the staff member said.
Council asked about a $14,000 special-assessment item related to the Riverview Ridge/Amber Court work; staff clarified that the developer is participating in a portion of the cost for the new lot’s street extension and that another existing residential property will relocate a driveway and participate in a portion of the cost. Staff said the developer’s participation and cost-sharing arrangements were previously discussed in a work session.
Mayor Spooner moved to accept the bids and approve Resolution 2025-168 to proceed with the projects; the motion was seconded and the council approved the resolution. Construction was listed to begin in July or August with completion expected subsequently.
