The Faribault City Council approved the first reading of Ordinance 2025-3, a zoning text amendment that aligns the city’s shoreland provisions with the Minnesota Department of Natural Resources (DNR) model ordinance.
Planning staff explained the change removes scattered shoreland references from multiple zoning districts and consolidates shoreland use tables into a single shoreland section. Harry Davis said the DNR issued a conditional approval letter and the revised code will simplify determinations of whether a use is permitted, conditional, or prohibited in shoreland areas.
Supporters on staff and council said the updated approach reduces contradictory language across the code, improves predictability for property owners and businesses, and furthers comprehensive plan goals to protect waterways while accommodating appropriate development. The council approved the ordinance’s first reading by motion and roll call.
Any specific development proposals affected by the change will continue to require planning review; staff noted additional details such as lake versus river classification tables are available for council review and that the ordinance includes findings consistent with the comprehensive plan.
