Shorewood council approves two rezonings, awards road contract and parks/security contracts

Shorewood’s City Council approved a package of routine and project contracts on April 28 while pausing a contentious Subdivision Ordinance update that includes mandatory water hook-ups.
In separate votes the Council adopted Ordinance No. 618 to rezone three Smithtown Road parcels to R-3A and Ordinance No. 619 to rezone three Lake Linden Drive parcels to R-2A. Planning Director Mark Griffiths said both were housekeeping actions to align the zoning map with the 2040 Comprehensive Plan; Planning Commission recommended approval of both items. Motions were recorded in the minutes as passing.
On street work, City Engineer Budde reported six competitive bids for the 2025 Mill and Overlay and Eureka Road projects; the low bid came from GMH Asphalt Corporation at approximately 25% below the engineer’s estimate. Council adopted Resolution No. 25-045 awarding the contract and noted Three Rivers Park District had pledged $5,000 toward a pedestrian ramp at Eureka and Smithtown.
Council also approved a security and camera system from Grove Security (Verkada platform) for access control and cameras across multiple city facilities. Public Works Director Morreim recommended the system to replace aging equipment; council discussion covered data privacy, vendor longevity and signage. The security package was approved 4–1 (Councilmember Maddy opposed).
Bolton & Menk was selected to lead Shorewood’s Parks Master Plan following an RFP process and interviews; the Council approved the contract 4–1 (Maddy opposed). Council also approved the 2025 Strategic Work Plan.
What’s next: award documents and contracts will be finalized and procurement steps scheduled; staff will follow up on the Subdivision Ordinance by preparing a public work session focused on water policy and cost scenarios.
