Commissioners seek clearer Park Commissioner handbook, digital access and trail-role guidance

Commissioner Sylvester praised the content, suggested reordering the printed handbook (welcome letter, table of contents, city info, then commission materials) and recommended offering both printed and electronic versions.
Chair Hirner noted the handbook contains a substantial trails section and requested clarification from the City Council on the Commission’s responsibilities for trails. Parks and Recreation Manager Czech said certain operational roles are defined elsewhere: the Christmas Lake boat launch attendants are provided under an agreement with the Christmas Lake HOA, daytime community center attendants are volunteers through South Shore Senior Partners, and evenings/weekends are staffed by City employees.
Commissioner Garske asked that the digital handbook include updated satellite imagery (Hennepin County GIS annual images) rather than outdated master-plan maps; he suggested hyperlinks and annual updates so improvements are reflected. Commissioner Wenner requested the handbook include references to City Code Chapter 11.03 on tree preservation, the Bee‑Safe policy, the Natural Resources and Park section of the Comprehensive Plan, and working documents such as the IPM Work Plan and Vegetative Management Plan.
Parks staff said they will align the handbook with other commissions and that commissioners should submit minor corrections directly to staff; the commission expects additional clarity after a joint meeting with City Council next week.
