Ocean View awards $688,360 contract for Woodland Avenue sidewalks; phases planned through 2028

The Ocean View Town Council authorized the town manager to enter a contract with Mumford and Miller Concrete Incorporated for $688,360 to construct ADA-compliant sidewalks, drainage improvements and partial roadway reconstruction on Woodland Avenue (contract OV PZ & D 25-3). Council approved the award by unanimous vote.
Staff said four sealed bids were received; the apparent low bid from Mumford and Miller Concrete was $688,360 against an engineer's estimate of about $667,500. Funding for the project is available in the FY2024 capital budget; staff explained that bid underruns or savings are returned to the capital trust fund for future projects.
Project schedule: staff indicated a March start with roughly two months' lead time for materials and anticipated completion before mid-June to limit impacts during the school year and peak visitation. Council also discussed future sidewalk phases and estimated a multiyear rollout with Central Avenue and Oakwood segments planned for later years (2027'2028) and potential coordination with DelDOT for sections on non-town roads.
Council asked for and received clarification on the portion covered by the awarded contract and on how excess budget funds are handled; staff said remaining capital funds from projects are returned to the capital trust to be used on future projects.
