Spirit Lake council approves bills, liquor license, project payment and reappointments

The Spirit Lake City Council unanimously approved routine business and several resolutions at its Sept. 23, 2025 meeting.
By motion of Brockmeyer, seconded by Kofoot, the council approved the minutes of the Sept. 9 meeting. The council then approved the bill list for September, 2025, by the same motion pattern; the published total was $803,883.86 and included large line items such as $409,545.47 to Beck Excavating, $44,604.00 to Ferguson Waterworks and $25,419.55 to the Dickinson County Water Quality Commission.
The council approved a Class E Retail Alcohol License for Jiffy #926 (motion by Brockmeyer, seconded by Kofoot) and adopted Resolution No. 2025-49, approving Pay Application #3 and Change Order #1 for the 23rd Street reconstruction project (introduced by Johnson, seconded by Chappas). Councilmembers also adopted Resolution No. 2025-50 to fix a date for a public hearing on a proposed development agreement with CSP, L.L.C., and Resolution No. 2025-51 to set dates for consultation and a public hearing on a proposed Southern Hills 4 urban renewal plan; all three resolutions passed unanimously.
Councilmember Johnson moved and Councilmember Kofoot seconded the reappointment of Joe Bjornstad to the Low Rent Housing Authority; the motion carried. The meeting was adjourned by unanimous vote.
All motions and resolutions recorded in the minutes passed by unanimous roll call among the five councilmembers present (Johnson, Kofoot, Brockmeyer, Chappas and Mensing).
