The Spirit Lake City Council voted 5-0 Sept. 23, 2025, to annex property at 15190 215th Ave and a portion of 2159 Highway 9 into the city limits after a brief public hearing in City Council Chambers.
City Administrator Gregg L. Owens presented the administrative report explaining the rationale for annexation and how the parcels meet the City Development Board technical standards. At the hearing, resident Tony Weber said he did not oppose annexation but urged the city to require higher drainage standards than SUDAS to address potential flooding and future pollution from run-off if the property is developed. Tom Maudlin raised similar concerns, saying runoff has been an ongoing problem predating current structures and asking the city to be attentive to drainage in any future development.
No written comments were received during the public comment period, and the mayor closed the hearing. Councilmember Kofoot introduced Resolution No. 2025-48 and moved for its adoption; Councilmember Mensing seconded. The council recorded aye votes from Johnson, Kofoot, Brockmeyer, Chappas and Mensing; the resolution was adopted.
The annexation allows the city to extend municipal regulation and services to the parcels, but the council did not take any immediate development approvals at the meeting. Residents’ requests for drainage standards above SUDAS were entered into the record; the transcript does not record specific engineering commitments or a follow-up deadline. The city has scheduled additional public hearings and related proceedings on separate agenda items addressing a proposed development agreement and an urban renewal plan.
