Board discusses hybrid meeting options and accessibility requirements

At the Oct. 9 meeting the Tolland School District Board of Education discussed options for hybrid meetings and what state law requires when boards hold virtual or broadcast sessions.

Superintendent Dr. Willet summarized the district's options: the board may hold broadcast-only meetings without public interaction, or interactive hybrid meetings that allow virtual public participation. He emphasized one statutory requirement: if a board member chooses to participate virtually, the district must accommodate that member. "The only thing you have to do is if a board member wants to be virtual you have to allow that board member to be virtual," he said.

Board members raised practical concerns about snowstorms and technology failures. Dr. Willet said a board can hold a broadcast meeting during closures, but the district must provide a physical location where members of the public without technology can view proceedings (synchronously or asynchronously) to meet accessibility expectations. He advised aligning district practice with what the town council does and asked the policy committee to place hybrid options on the policy tracker for future action.

Members expressed concern that reducing hybrid access could limit public participation. Several said hybrid meetings have increased community engagement and urged maintaining interactive options where feasible. The board agreed to have the policy committee draft formal language and return it for committee review and subsequent board consideration.

No formal change to district policy was adopted at the meeting; the discussion was informational and will be followed by policy committee work.
