Board reviews Title IX policy changes to align with new federal guidance

At its Oct. 9 meeting, the Tolland School District Board of Education reviewed proposed updates to Policy 4060 (personnel) and Policy 5070 (students) designed to align district procedures with recent federal Title IX guidance.
Superintendent Dr. Willet explained the district adopted a model overlay published by legal counsel Shipman & Goodwin after federal changes this summer made widespread revisions necessary. "Whenever Shipman and Goodwin gives us the new Title IX stuff we just put Tolland’s name on it and publish it," he said, describing the district's use of that model policy and the included strikeouts that show changes from the prior version.
Board members asked why the policy is being revised again after a short interval. A board member noted prior long gaps between revisions and asked why this cycle was shorter; Dr. Willet said the timing is driven largely by federal rulemaking and administrative shifts at the presidential level that have prompted multiple recent changes to Title IX implementation.
He also described substantive procedural shifts in the model: the updated approach broadens circumstances that can trigger an investigation and allows the investigator to serve as the determiner, with appeals handled by a different official. "They made the investigator into the determiner," he said, summarizing a key change and noting that appeals would be directed to an appeal officer, in many cases the superintendent.
The policy chair said the committee reviewed the model closely with legal counsel and presented the proposal as a first read; no vote was taken at the meeting. Members were asked to submit any further comments to the policy committee for revision before a subsequent reading and potential adoption.
The board did not adopt the policies at this meeting; both proposals were presented as first reads with committee recommendations to continue refining language and ensure alignment with federal requirements.
