Crandall board reviews draft contracts, contractor performance and facility repairs

A speaker who had prepared contract drafts recommended including a short rental agreement that requires renters to accept liability for damage during their possession; the presenter said most landlords typically require insurance but anticipated the town may opt for a liability-acceptance clause instead of a mandatory insurance requirement. Board members asked for draft language and suggested the town could decide later whether to require insurance.
Members also discussed contractor performance. Several attendees referenced a lawn-care/snow contractor called "Sean" who performs mowing, weed spraying and hedge trimming; the board noted some tasks were not consistently completed and that snow-removal complaints stemmed partly from equipment issues. Members discussed options including allowing the contractor to use town equipment to ensure capability and agreed to follow up on costs and arrangements.
Facility maintenance items raised by residents and board members included a broken trash can at the shelter house, sagging wire fencing, a potentially removed dogwood tree, and a large hole in the ground identified as an old cistern. The board agreed a contractor should inspect and remediate the hole to reduce injury risk and requested estimates for gutter repairs after contact with a roofing contractor transcribed as "Andes Roofing." The roofing company was scheduled to inspect the gutters and provide cost information to the board.
Board members also asked about the town’s ADA plan; one member said River Hills has placed ADA planning for Crandall on its radar and will review it to help the town qualify for grants. Members asked staff to share the maintenance list by email and to alert the board promptly of any public records requests so deadlines can be met.
The board did not take final action on contracts at the meeting; members will review circulated draft agreements and revisit procurement details in a future meeting.
