Council funds $26,600 study to address erosion and drainage at FM 2499 trail tunnel

Staff described persistent erosion along the city trail flanking FM2499 and the pedestrian tunnel, attributing recurring maintenance burdens to failed drip irrigation systems, winter-storm plant losses and wash from an outfall that delivers silt to the tunnel. Scott (engineering staff) and SPI (Scheberg Pulk Engineering) determined the problem could be drainage-related and recommended a professional study to identify cost-effective solutions and produce conceptual renderings.
The $26,600 study approved by council will evaluate four options — restoring the prior planting scheme, installing a stem wall, rip-rap with planting cutouts, and full rip-rap — and produce drainage calculations and cost estimates. Staff said SPI will coordinate with city engineering and TxDOT to ensure proposed fixes do not adversely affect the state right-of-way. CDC recommended the study and council authorized a CDC funding agreement by majority vote.
Council members asked whether the study could be combined with construction procurement; staff said the study will inform bid documents and that some remediation options could exceed six figures, so phasing and prioritization will follow the study’s findings.
