The Sigourney City Council on Oct. 15 approved several ordinance readings, renewed employee insurance cost‑sharing and authorized $24,996.68 in council accounts payable.
Mayor Jimmy Morlan called the meeting to order at 6:00 p.m. and the council unanimously approved the tentative agenda after Council member McLaughlin moved to remove agenda item 9‑D and Council member Clark seconded.
The council also approved a consent agenda that included the Oct. 1 minutes, financial reports, payroll, ACH transfers, September miscellaneous expenses, October library claims, authorization for Public Works Director Brent Gilliland to attend the Iowa Rural Water Association conference in February 2026 (hotel and meal accommodations), an alcohol license for Grant Ranch LLC, a display ad for the 2026 Soccer Director, the credit card report and the Nov. 5, 2025 regular meeting date and time.
On accounts payable, Council member Clark moved and Council member Lentz seconded approval of claims totaling $24,996.68. The motion passed with Ayes from Clark, McLaughlin, Iosbaker and Lentz; Council member Schultz abstained, noting a relative owns Exceptional Edge.
On ordinances, Council member Clark reported that the Public Safety committee recommended removal of section 3‑14‑9 from the draft ordinance and a changed definition of loitering. The council approved the second reading of Ordinance Title III — Public Order, Safety and Health — Chapter 14 (Unlawful Occupation of Public Property) by unanimous vote.
Council member Clark moved, seconded by Council member Schultz, to approve the third reading of Ordinance Title III — Public Order, Safety and Health — Chapter 15 (Hours of Operation for City‑Owned Parks). That motion passed unanimously.
Council member Clark moved, seconded by Council member McLaughlin, to approve the second reading of Ordinance Title III — Community Protection — Chapter 3 (Traffic Code) with the addition of no‑parking signs on Stuart Street from Spring Street to West Pleasant Valley Street; the motion passed unanimously.
City Clerk Ashley Fry reported that renewal rates for medical insurance will increase roughly 6% effective Dec. 1, 2025. The Finance Committee recommended maintaining the city’s current contribution level of 80% and requiring employees to pay 20% of premiums. Council member Lentz moved, seconded by Council member Iosbaker, to approve that split for medical coverage; the motion passed unanimously.
The council voted to approve the same 80/20 split for dental and vision premiums. Dental insurance renewal passed 4‑1 (Schultz voted No); the vision renewal vote was unanimous.
Council member Clark moved, seconded by Council member Lentz, to adjourn; the council approved the motion and the meeting ended at 6:15 p.m.
