Sigourney council tables 'Unlawful Occupation' ordinance after widespread public opposition

The Sigourney City Council on Oct. 1, 2025 voted to table the second reading of Ordinance Title III, Chapter 14 — listed in the agenda as “Unlawful Occupation of Public Property” — after multiple residents urged the council to change or abandon the measure.
Eight residents — Amy Dekleine, Tom Bates, Billy Claywell, Kimi Hernandez, Jerry Wohler, Tom Watson, Pat Lalla-Kramer and Ray Ostermeyer — spoke during the public-input portion to express opposition and offer suggestions for altering the ordinance or halting further readings. Council member Clark addressed the concerns on the record and the council agreed to seek broader input before moving forward.
Council member Iosbaker moved to table the second reading until after a Public Safety committee meeting, scheduled for Monday, Oct. 6, 2025 at 6:00 p.m.; Council member Clark seconded the motion. The roll-call vote recorded Ayes from Schultz, Clark, Conrad, McLaughlin, Iosbaker and Lentz; Nays: none. The motion passed.
The deferral leaves the ordinance in committee review rather than advancing to a final vote. The Public Safety meeting is open to the public and will be used to brainstorm revisions and gather community input before the council considers a renewed second reading.
