County to buy 54-bed Ventura care facility for $3.4 million to secure behavioral-health beds

Public Works staff proposed acquiring a 54-bed residential care facility (67 E Barnett St., Ventura) that the county has leased for Behavioral Health programs. Joan Arroyo said the seller offered the property at market value and staff sought Board authorization to purchase for $3.4 million plus up to $34,000 in closing costs.
Clay McCarter of the CEO's office said the acquisition secures needed capacity for older adults with behavioral-health diagnoses and that the Behavioral Health Services Act funding stream was an appropriate source for acquisition and improvements. There were no public protests during the hearing and the Board approved the purchase unanimously.
The county will proceed with escrow and facility improvements under the Behavioral Health Services Act funding guidelines.
