Staff said it added additional standards to guide conditional-use reviews and asked commissioners to mark up the draft ahead of a July mid-month discussion; the draft will be posted on the city website.
When a Committee member asked about enforcement, staff said they currently pursue compliance but are preparing to escalate enforcement activity if necessary. "We think that currently right now the approach is to get compliance ... I think we're going to start having to cite people accordingly, just so that it's on the books," the Staff member said, and added staff will present a fuller enforcement plan in two weeks and give the community fair warning before stricter enforcement. Staff noted that not all violations are caused by short-term rentals and said repeat problems have also come from regular property owners and rental units.
Commissioners discussed coordination with other departments for a citywide sweep and asked staff to collect non-anecdotal evidence of violations. Staff said they will continue working with the city attorney, post the draft for public review and return with refined language and enforcement details at future meetings.
