Robbins board approves CDBG-funded street-resurfacing contract despite bids above grant award

The Village of Robbins Mayor and Board of Trustees voted Nov. 2 to award CBDG Project 2006-100 to Gallagher Asphalt after the lowest responsive bid exceeded the village’s $400,000 Community Development Block Grant (CDBG) award.
Ron Smith of Robinson Engineering, who phoned in to summarize the bidding process, told the board two minority contractors picked up bid packets but did not submit bids, and that the clerk opened bids to identify the lowest responsive bidder. Smith said bids came in at $422,000 and $410,000, and explained that bid line items are often padded — typically “1–3%” — so quantities and funding cover the expected work. “We will make sure that $400,000 and village is not going to be responsible for overages,” Smith said.
Trustee Michael Collier asked whether a contractor that bid $410,000 would be paid that full amount. Smith and trustees said the village reserves the right to adjust quantities up or down as allowed under the contract and bid documents. Mayor Darren E. Bryant scheduled a pre-construction meeting for 11 a.m. the next day with Smith, the mayor, the administrator and Gallagher, identified as the lowest responsive bidder.
Smith identified the streets included in the project scope as Lawndale from 137th to 140th; Lawndale/Claire to 140th; 142nd and 141st to Hamlin; and Grace and Lydia to Nelson. The board approved the motion to award Gallagher Asphalt; Trustee Tiffany S. Robinson moved and Trustee Gregory N. Jackson seconded. The roll call recorded ayes from Trustees Ernest Maxey Jr., Tiffany S. Robinson, Michael Collier Sr. and Gregory N. Jackson. Two trustees were recorded absent. The motion carried.
During citizen comments, Ms. Echols said she expects her block will be next for repairs and asserted that work on 135th had not been done correctly. Trustee Robinson said residents in new homes will be pleased to receive full resurfacing rather than patchwork. Chief Sheppard said the department will move a traffic-calming device as part of related street work, and Mayor Bryant said Lincoln Lane will be considered for next year’s program.
The meeting was adjourned at 6:14 p.m.
