Greenburgh board adopts reorganized meeting rules and approves appointments, settlements and grant actions

The Town Board of Greenburgh voted on Feb. 11 to adopt revised reorganization and meeting procedures for 2026–27 and approved a slate of appointments and municipal resolutions, the board said at the meeting.
Supervisor Paul Feiner moved the reorganization rules as amended after members discussed public‑comment timing, quorum language for video conferencing and committee liaison assignments. The motion passed by voice vote.
The board then approved appointments to boards and commissions, including Emily Anderson to a full voting seat on the Planning Board, Vikash Patel as an alternate planning board member, and Juan Roman and Mato Melipura to the library board of trustees (terms and expiry dates were read into the record). The board also authorized retention of outside counsel to represent the town in litigation (not to exceed $25,000) and approved several settlement and tax‑refund resolutions, including a property‑damage claim not to exceed $5,000.
Other approved items included resolutions authorizing: - support for a USDOT competitive‑grant application for a Route 119 Complete Streets/Empire State Trail connection (transcript cited the application in the record); - change orders and contract authorizations tied to the Odell House/Rochambeau headquarters restoration project and related architectural services; and - FEMA hazard‑mitigation grant agreement modifications to extend performance periods for two local projects.
Small procurement motions — for police vehicle outfitting and a mini‑bid to purchase unmarked administrative vehicles — and a schedule for a public hearing on a consolidated water‑district rate increase were also approved. All motions were moved, seconded and approved by voice vote in the meeting.
The board closed the session after approving the final items and adjourning.
