Applicant for Old White Plains Road says record search is extensive; board asks for full package

The HNLPB heard from an applicant representative for the Old White Plains Road/Stagecoach property who said extensive research and documentation have been prepared and that the owner will salvage and make available materials where practicable.
Joining by Zoom, architect/consultant Chris Perino said he had pursued chain-of-title research that goes back to the mid-1800s and had reached out to Tarrytown-area historical organizations and New York State offices. "I did the chain of title... it looks like it goes back to 1847," he said, and added he would forward emails, memos, maps and photographs as a complete package for the board's review.
Perino said he had not been able to find a federal or statewide historic-marker listing for one sign on the property, but he said local historical society contacts provided maps and clippings. He described the site as overgrown and in poor condition in places, and said the owner is willing to salvage windows, bricks and other materials and to provide them for reuse rather than dispose of them.
Board staff asked the applicant to supply written confirmation of what materials will be salvaged, additional photographs of structures and the names of the preservation contacts with whom the applicant communicated. Staff said it would circulate the applicant's package along with the October minutes and relevant consultant letters (SHPO and Easton) and would follow up with the applicant by e-mail.
Next steps: Applicant to e-mail the complete package; staff to circulate documents to HNLPB members and to include the material in the board's follow-up correspondence to the town board. The board indicated it expects to review those materials before any final decision or public hearing.
