Council approves multiple ordinances, contracts and purchases in routine session

The Rock Island City Council approved a slate of ordinances, contracts and routine purchases during its June meeting, including multiple handicap parking ordinances, a redevelopment policy amendment, a redevelopment agreement for River Tracks LLC, and several contracts and purchases.
Among the measures the council approved by roll call were second-reading ordinances to install handicap parking spaces at 1916 9th Street and 2725 Carlberg Court, and an amendment to chapter 11 of the municipal code concerning municipal property for redevelopment. The council also passed a second-reading ordinance approving an amended redevelopment agreement with River Tracks LLC; when asked whether the project would use North 11th TIF funds, staff said the city will likely draw from two adjacent TIF districts (North 11th and the new downtown TIF) because the port TIF has insufficient increment at this time.
The council adopted a resolution in support of the Illinois America 250 commemoration and approved a first-reading ordinance to allow Egg Roll Express to temporarily operate a mobile food unit on city-owned property adjacent to Art's Alley, subject to mobile food licensing and city food-and-beverage tax compliance.
Contracts and purchases approved included a building assessment services contract with Cordogan Clark (authorized for execution by the city manager subject to minor attorney changes) and a $10,740 renewal purchase for an investigative tool from Cellebrite Incorporated requested by the police department. Public Works’ recommendation to award a forestry mulching contract to McClintock Trucking and Excavating (Silvis, IL) for $29,600 was approved after a councilmember recused themself for a conflict related to employment. Council also approved a one-year School Resource Officer agreement with Rock Island–Milan School District 41; staff said the school pays about 70% of the officer's salary.
Council approved routine claims (A–D), a $15,000 budget adjustment to the MLK Activity Fund, and mayoral appointments and reappointments to the library board.
Most measures passed on unanimous roll calls. Several councilmembers asked procedural budget and funding questions during discussion, and staff provided clarifications about TIF funding options and ARPA reallocation for the advanced metering project in a separate agenda item.
