Twisted Sage Cafe cleared to serve alcohol and expand hours in Covina town center

The Planning Commission unanimously approved Conditional Use Permit 26-004 and Site Plan Review 26-024 on May 12 to allow Twisted Sage Cafe to operate at 135 East Padilla Street with on-sale general eating place (Type 47) alcohol service, indoor dining and a 1,326-square-foot outdoor seating area.
Associate Planner Eduardo Lomelli told commissioners the 3,128-square-foot commercial space will offer breakfast, lunch, and selected evening service with hours proposed Tuesday through Sunday, 7 a.m. to 2 a.m. The project is located in the Covina Town Center specific plan area and will rely on public parking facilities within the town center. Lomelli said the city confirmed 21 active and one pending ABC licenses within the census tract and added a condition (B9) requiring city council approval by resolution if the state ABC finds an over-concentration.
Owner Jolynn Thompson said Twisted Sage has operated in San Dimas for 15 years and plans to expand with breakfast and lunch service while offering occasional evening tapas-type events; she said they had not experienced noise complaints at the existing location. Staff recommended adoption of Resolution 2026-009 PC with amended conditions and a CEQA exemption; the motion passed 5-0. The decision is final subject to the 10-day appeal period under Covina Municipal Code 17.62.013.
