Covina council adopts updated user fees after public comments on affordability

Finance Director Charles presented proposed updates to the city’s fee schedule, saying the goal is to update fees more regularly, reflect personnel and operating costs and recover up to 100% of service costs where appropriate. Staff noted some fees were reduced (for example, to encourage outdoor dining) while others were adjusted upward to match cost reviews.
During public comment residents advocated for lower or eliminated fees for overnight parking permits, reduced delinquency-notice fees for utility bills, lower permit fees for roof repairs and EV charger installations, and reduced rental fees for nonprofit and community uses. The city manager and finance staff explained subsidy choices and noted some fees remain subsidized (example given: delinquent reconnection costs are substantially greater than the recovery amount and the city currently subsidizes a portion of costs).
After discussion, the council adopted the fee update resolution by roll call. Councilmembers stressed the advisory role of the Finance Advisory Commission in reviewing the schedule and said some fee items could be revisited based on public feedback.
