Director Dan Cook informed the Highland City Council on Oct. 7 that the city has installed two electric vehicle chargers: one dual Level 2 charger at the Square and one at the library. The kiosk cost is set at $0.20 per kilowatt-hour and users may pay by card or through an app. Cook said the installed stations are Level 2 (not fast chargers), typically producing a charge that takes two to three hours; staff plan signage to indicate a three-hour customary limit and consider higher fees for extended occupancy.
Councilman Frey asked whether the chargers were quick-charge units; Cook answered they are Level 2 (480-volt) units and not Tesla fast chargers, noting fast chargers require substantial additional infrastructure and greater upfront expense. City Manager Chris Conrad said the system’s software will provide usage data (days/times of peak use) and staff believe about 100 electric vehicles are registered in Highland by ZIP code.
Staff will add signage and implement software-based measures to manage occupancy; no fees or policies beyond the per-kilowatt rate were adopted at the Oct. 7 meeting.
