Council approves routine permits, proclamation, bid and expenditures; names Peg Bellm mayor pro tem

At its Sept. 16 regular session, the Highland City Council handled a slate of routine items, approving event permits, a procurement notice, a proclamation and the expenditures report.
Councilman Frey moved and Councilman Napper seconded to elect Councilwoman Peg Bellm as mayor pro tem during Mayor Hemann’s temporary absence; the council voted unanimously to appoint her. Pro Tem Mayor Peg Bellm then read a proclamation declaring Sept. 17–23, 2024 Constitution Week, which Marilyn McCall and representatives of the Daughters of the American Revolution accepted.
Citizens representing Moose Lodge #2479 requested approval for the Veterans’ Day Parade on Nov. 10; Council approved use of the Square and the parade route. Clint Hamilton, HHS Athletic Director, received council permission for the HHS Homecoming Parade on Oct. 2, and Kaitlin Kampwerth, Head of the Viking Backing Club, obtained approval for St. Paul Catholic School’s fall festival road closure on Oct. 18.
The council approved Notice of Municipal Letting, Bid #PW-09-24 for the Public Works Building roof replacement and accepted Expenditures Report #1274 for Aug. 31–Sept. 13, 2024, each by roll-call vote.
