Minutes: Councilman Frey moved to approve the minutes of the Aug. 19, 2024 regular session; Councilwoman Barbara Bellm seconded and the council approved the minutes by roll call vote (Sloan, Frey, Bellm, Napper) 4-0.
Special events: Allison Brown requested approval to host recurring free fitness sessions on the Square on Tuesdays at noon; Councilwoman Bellm moved to approve the "Free Fitness at the Square" application and Councilman Frey seconded. The council approved the recurring event 4-0. Separately, council approved the "Treats on the Streets" event scheduled for Friday, Oct. 25, 2024, 1:00–5:00 p.m.; Councilman Frey moved and Councilwoman Bellm seconded. Mayor Hemann noted Marshall Rinderer was expected to speak but was delayed.
Contract award: Councilwoman Bellm moved to award Bid PW-08-24 for steel tank painting at the Water Reclamation Facility to Thomas Industrial Coatings of Pevely, Missouri, in the amount of $37,000; Councilwoman Sloan seconded. Public Works Director Joe Gillespie said the city lacks the in-house equipment and expertise to sandblast and paint the 32-foot tank safely and effectively. The council approved the award 4-0.
Finance: Councilman Frey moved to accept Expenditures Report #1273 covering Aug. 17–Aug. 30, 2024; Councilwoman Bellm seconded and the measure passed 4-0.
Adjournment: Councilwoman Bellm moved to adjourn; Councilman Frey seconded; the council adjourned at 6:55 p.m. by unanimous vote.
Quote from public comment: Allison Brown told the council, "I am a certified group fitness instructor, with a Masters in health and fitness education," when seeking approval for recurring fitness sessions on the Square.
All recorded roll-call votes on these items were unanimous; no amendments or dissent were recorded in the meeting minutes.
