Council grants short-term rental permit for 608 Pine St. with guest, quiet-time and parking conditions

The Highland City Council on Sept. 16 approved Bill #24-92 and Bill #24-93/Ordinance #3349 granting a Special Use Permit for a short-term rental at 608 Pine Street with conditions recommended by the Combined Planning & Zoning Board.
Deputy City Clerk Lana Hediger read the CPZB-recommended conditions into the record, including that "a limit of ten (10) guests be imposed; that a quiet time be established pursuant to and consistent with the City of Highland’s Code of Ordinances, Article 1 and said quiet time be properly communicated to guests; that on-premise parking be evaluated by a representative from the City of Highland Building and Zoning Department and a maximum number of parking spaces be established and approved by the City of Highland Building and Zoning Department."
Councilman Frey moved to approve the findings of fact and ordinance; Councilman Napper seconded. Council discussion noted neighbors’ concerns about noise and privacy and asked staff about enforcement of quiet-time provisions; staff indicated the conditions and communication to guests are part of the approval.
The council voted aye on the resolution and ordinance. The special use permit will be conditioned on compliance with the CPZB recommendations and the parking determination by city building and zoning staff.
