Central Animal Hospital hearing stays open while engineers assess stormwater and retaining wall

The public hearing for PB2510, a proposed small animal hospital at 718 Central Park Avenue South, was held Feb. 4. The project team presented plans to convert an existing restaurant into a roughly 10,447‑square‑foot veterinary facility and answered questions about parking, animal relief areas and stormwater.
Charlie Fox of FMD Architects said the project team "are currently under contract with a civil engineer, to make their assessment, and we've plowed the lot so they can do so," and that the engineer will evaluate system capacity and whether the stormwater system is functioning as permitted. Deputy Commissioner Schmidt told the board the town had provided the applicant team with a previously approved stormwater management control permit for the former restaurant site and asked the applicant to confirm the engineer’s findings in writing.
The board voted to close the public hearing while keeping the written record open to accept the retaining‑wall and stormwater engineer memos. The board set a deadline of 12 p.m. Friday, Feb. 13, for written materials from the applicant so staff can circulate them and post them for public review prior to the next meeting.
Why it matters: The stormwater and retaining‑wall assessments will determine whether the site’s drainage and structural conditions meet town standards before the board moves toward a final decision. Staff said the applicant does not propose overnight boarding except as medically necessary.
