Cayce council approves minutes, finances fire vehicle, ratifies emergency sewer repairs; several appointments confirmed

CAYCE, S.C. — The Cayce City Council on May 5 unanimously approved a package of routine and emergency actions, including lease-purchase financing for a fire vehicle and ratification of emergency contracts to repair a failed sewer main on Nikon Circle.
Mayor Pro Tem Phil Carter presided over the meeting. Council Member Alice Rose moved to authorize lease-purchase financing through Bank of America for a general-fund fire vehicle and empowered the city manager to execute the necessary documents; the motion was seconded by Council Member Byron Thomas and passed by unanimous roll call.
Council also ratified emergency repair work that City Manager Michael Conley said had been authorized under the city manager's emergency powers (Sec. 2-146). The ratification covers approximately $147,000 for G.H. Smith Construction to excavate, replace pipe and reconnect services and about $37,152.52 to Carolina Paving & Grading, LLC to move and repave roadway. Conley said the work will be funded from the utilities water and sewer capacity reserves.
The council approved the minutes of its April 7, 2026 meeting on a unanimous roll-call vote after a motion by Council Member Byron Thomas and a second from Council Member Tiffany Aull.
Council also confirmed several appointments and reappointments by unanimous votes: Jennifer Hutto to the Beautification Foundation; Jason Simpson reappointed to the Board of Zoning Appeals; Kelly Wuest to the Cayce Housing Authority; and Daniel Gooch to the Planning Commission.
The meeting closed after brief additional announcements and a motion to adjourn by Council Member Alice Rose.
