Staff (S3 and S2) and committee members agreed the first step is a clear inventory: how many single residential cans exist, how many households have additional cans or dumpsters, and what disposal fees the city currently pays. A staff estimate provided during the meeting said there are roughly 600 single cans and 165 households with two cans, but members said dumpster counts were unknown and must be verified.
Council members also flagged two recent large unplanned charges that hurt the fund: one speaker referenced an unexpected Centricom bill that was described as "surprise 30,000" for town cleanup and another spring cleanup that totaled about $6,800; together members said those costs contributed to the fund going into the red.
The council asked staff to: (1) produce an inventory of cans and dumpsters, (2) lay out how disposal fees are charged today (including any share paid to JRDA or the contracting firm), and (3) evaluate whether a city fee for dumpsters placed on city easements is legally feasible and how it might be administered (charged to homeowners or the dumpster provider). No formal budget action was taken during the work session.
