Town outlines 23‑member LMO task force and sets district plan public workshops for December

Shay Farah updated the task force on the Land Management Ordinance (LMO) drafting process and district planning timeline. Farah said initial drafting of LMO modules is underway and that the task force will provide public review; she described a proposed 23‑member task force that includes council members, planning and design board chairpersons, industry representatives and five resident seats, with the town manager and deputy serving as ex‑officio nonvoting members.
"It is anticipated that the LMO will go through this task force as the public process, and we anticipate adoption by the middle of 2026 at this time," Farah said. She also said initial drafts of all district plans should be complete by the end of the month, with public workshops for the districts beginning in December and a formal adoption process to follow.
Task force members pressed about representation from planned unit developments (PUDs) and whether resident seats would be chosen from PUDs or outside them. Farah said council will make appointments and that she would relay specific requests; Alex Brown later urged the task force to engage through the process rather than waiting until draft completion so their priorities can be carried forward.
The update covered coordination with the district planning project, planned public forums and the role of the task force in making recommendations to town staff, the Planning Commission and town council. No formal action was taken; the item was informational and the task force moved to other agenda items after questions.
