Buhl schedules fall smoke testing to track stormwater inflow into CIRSSD sewer

City Administrator Tony Jeffries told the Buhl City Council on Aug. 8 that the city will pursue smoke testing this fall to locate sources of stormwater or other inflow and infiltration (I&I) that sharply increase volumes sent to the Cloquet–Iron Range Sanitary Sewer District (CIRSSD) during rain events.
Jeffries said historical flow data show near-instantaneous volume spikes when it rains and that Minnesota Rural Water Association advised the fall as the optimal time for smoke testing. The administration plans to coordinate the testing with MRWA in 2024; depending on findings, the city may follow with targeted flow testing or televising of collection-system pipes and consider partnering with neighboring municipalities or MnWARN to share resources.
The administrator also gave a brief update on the civil defense (tornado) siren, saying the command-center hardware appears to need replacement parts that are on order.
