Rothsay Council approves building permit, pump purchase and backs regional water overview

The Rothsay City Council on Dec. 1, 2025, approved a series of routine and project-specific items, including a building permit for 313 15th St. NE, authorization of up to $3,000 for a VFD for HS Pump 1, and updates to Prairie Addition covenants. The council also voted to approve a Resolution of Support following a regional water overview presented by Kellen Grubb of AE2S.
The meeting was called to order by Mayor Shane Balken at 7:00 p.m. Council Members Heather Weber, Daryl Schleeter, Matthew Balken and Nathan Ziegler were present. City Clerk/Treasurer Amanda Kuschel and other residents attended; there was no public forum.
Votes at a glance: The council recorded a set of carried motions without roll-call tallies. Nathan Ziegler moved and Matthew Balken seconded approval of the meeting agenda; the motion carried. Ziegler also moved to approve the consent agenda, which included Nov. 10 meeting minutes, November accounts receivable/payable, EDA minutes and the Rothsay Fire Department items; Matthew Balken seconded and the motion carried.
On agenda item 5.1 the council approved a building permit for the property listed as 313 15th St. NE. Council Member Heather Weber moved the permit approval and Council Member Daryl Schleeter seconded; the motion carried.
On item 5.2 the council authorized up to $3,000 to purchase a VFD for “HS Pump 1.” The motion to approve the expenditure was made by Nathan Ziegler and seconded by Daryl Schleeter; the motion carried.
Under new business, Kellen Grubb of AE2S presented a regional water overview; the council subsequently approved a Resolution of Support related to the presentation. Council Member Heather Weber moved to adopt the resolution, Council Member Daryl Schleeter seconded, and the motion carried.
The council recorded no update on a proposed land annexation. Council approved updates to the Prairie Addition covenants after a motion from Nathan Ziegler, seconded by Daryl Schleeter, which carried. RAEDA was assigned to plan a time capsule; there was no substantive update at this meeting. Council Member Matthew Balken will obtain a quote for street banners, with banners planned to be ordered by March 2026. Discussion of the REC parking lot was deferred to the March agenda.
During mayor/council reports, Council Member Nathan Ziegler asked that the description of the building permits and inspections page on the city’s new website be updated. A motion to adjourn was made by Ziegler, seconded by Schleeter, and the meeting adjourned at 8:27 p.m.
