Human Resources Manager Adam Backus described the draft policy, noting that "vacation accruals, which are currently below market, have affected Shelburne's ability to recruit." The proposal included structural changes and a one‑time benefit of 80 hours of vacation for non‑union employees to equalize with new hires. Chair Matt Wormser and other members raised concerns about the town's cost exposure and asked for comparison data from neighboring communities.
Following discussion and requests for financial impact information, Selectboard member Chunka Mui moved, with a second, to defer the decision until staff can provide an economic analysis and comparative data. The motion to defer passed 5-0. The earlier motion to approve Addendum D (the Vacation Leave addendum), moved by Mike Ashooh, failed 0-5.
Next steps: staff will prepare an economic analysis of the presented options and information comparing the proposed policy to neighboring municipalities for consideration at a forthcoming meeting, possibly the July 7 special meeting.
