Selectboard adopts impact‑fee and utility ordinance amendments; monthly utility billing approved

At its June 23 meeting, the Shelburne Selectboard adopted amendments to the town's Impact Fee Ordinance and to the Water, Wastewater and Stormwater ordinances.
Planning & Zoning Director Aaron DeNamur said the Impact Fee Ordinance now clarifies that units provided as part of the inclusionary housing requirement "will not be subject to impact fees." The board opened and closed the public hearing and adopted the ordinance to go into effect July 1, 2026 (motion passed 5-0).
Town Manager Matt Lawless and Finance/utility staff described primary changes to the utility ordinances focused on implementation of Oracle billing software and a move to monthly billing. Finance Assistant/Utility Administrator BettyJean Bogue said a major advantage of monthly billing is the ability to "identify leaks earlier, before users get a massive water bill." A public question asked how savings would be reflected in future bills; staff said they would provide that information as part of user education. The Selectboard opened and closed the public hearing on the utility amendments and adopted the Water, Wastewater and Stormwater ordinance amendments and the Stormwater Credit Manual; all adoption motions passed 5-0.
