Southington council approves multiple infrastructure contracts and sets single early‑voting site

The Southington Town Council approved a slate of capital and administrative actions June 22, including engineering authorizations for street and bridge work, a school roof contract award, and the designation of a single early-voting site for the upcoming primary.
Key approvals included: authorization of roughly $154,000 (budgeted up to $184,800 with contingency) for engineering and inspection on the East Street reconstruction; selection of BL Companies for design work on the South End Bridge with a fee limit not to exceed $280,000; authorization of $239,400 (including 20% contingency) for engineering and inspection on townwide ADA sidewalk and ramp work; and approval of $35,700 (including contingency) for chip-seal rehabilitation of Fire Station 3’s parking lot. Council recorded roll-call votes of 9–0 on these items.
On school facilities, the elementary-school roof replacement committee reported receiving five bids for the Strong Elementary School roof; Gold Seal Roofing LLC was identified as the low bidder and the committee voted unanimously to award a contract for $1.673 million, including a $80,000 optional upgrade to extend the warranty to 30 years. The SHS roof project team reported approving several invoices totaling roughly $419,015.50 and said the overall SHS referendum amount (~$6.9 million) has approximately $3.2 million spent to date.
The town manager also recommended and the council approved design/inspection funding approaches where state grants will cover construction but the town covers design, inspection and traffic-control costs — a recurring pattern for several transportation projects presented at the meeting.
Council set the Southington Public Library as the sole early-voting location for the primary after a town-manager recommendation that one site was sufficient and to avoid the additional cost of multiple polling locations.
During the town manager’s report, members also discussed a still-unallocated $834,000 state reimbursement intended for the Board of Education. Staff said the funds were not explicitly appropriated in the council’s adopted budget and that the Board of Finance will need to determine the precise appropriation when the revenue is received. Council members described confusion and miscommunication between the town staff, Board of Finance and council during the budget process and said the Board of Finance will perform a deeper review.
All of the capital items and the early-voting site motion passed by recorded roll-call votes, generally 9–0; staff will proceed with contracting and ordinance‑committee steps where appropriate.
