Northfield council adopts emergency resolutions renewing indigent defense agreement and confirming police dog 'Frankie'

The Village of Northfield council unanimously adopted two emergency resolutions during its Feb. 12 meeting.
Law Director Brad Bryan read Resolution No. 2025-04, an emergency resolution authorizing renewal of the Village's agreement with Summit County and the Legal Defenders Office of Summit County, Ohio, Inc. for indigent representation in Stow Municipal Court. Council voted to suspend the three-reading rule and adopted the resolution by roll call vote; all councilmembers present voted "yes."
Bryan then read Resolution No. 2025-05, an emergency resolution confirming the Mayor/Director of Public Safety's appointment of Frankenstein Aus Der Tschechoslowakei ("Frankie") as a village police dog. Council again voted to suspend the three-reading rule and adopted the resolution unanimously.
Both resolutions were presented and adopted on first reading under the emergency procedures invoked by the council. The meeting record shows unanimous roll call votes for each measure.
