Northfield council adopts emergency tax budget and bans camping on public property

The Village of Northfield Council unanimously approved Resolution No. 2025-32 adopting the tax budget for the fiscal year beginning Jan. 1, 2026, and approved Ordinance No. 2025-33, an emergency ordinance establishing a prohibition on camping on public property.
Law Director Brad Bryan read both pieces of legislation aloud during the May 28 meeting. Councilmember Kevin Lewis moved to suspend the three-reading rule on the tax budget; the motion was seconded by Councilmember Renell Noack and passed on a roll-call vote. Noack then moved to adopt the resolution, seconded by Lewis; councilmembers Jesse Ferko, Renell Noack, Gary Vojtush and Kevin Lewis voted in favor, and the resolution was approved.
The council followed the same procedure on the emergency ordinance addressing camping on public property. Bryan read the ordinance by title; Noack moved to suspend the three-reading rule (seconded by Lewis), and Lewis then moved to adopt the ordinance (seconded by Noack). The roll-call vote was unanimous in favor and the ordinance was enacted as an emergency measure.
The meeting minutes do not include debate or amendments to either measure and record no opposing votes. The motions to suspend the three-reading rule and the subsequent adoption votes are recorded as principal formal actions of the meeting.
The council also voted to cancel the first council meetings scheduled for June, July and August. The meeting adjourned at 8:08 p.m.
