A motion to enter regular session was made and seconded and carried on a roll-call vote. The clerk recorded votes in the affirmative for Mr. Favreau, Mr. Todd, Mr. Gregory, Ms. Metz, Mr. Richardson, Dr. Francis and Mayor Savage.
Shortly afterward, a separate motion to enter executive session was made and seconded. The stated purpose was to consider appointment, employment, dismissal, discipline, promotion, demotion, compensation of a public employee or official, or the investigation of charges or complaints against a public employee or official (the statutory personnel exception). The motion passed on a roll-call vote with the same members recorded as voting 'Yes.' Council noted that exiting the executive session would also end regular session.
