Council and staff outline inspections, traffic study and maintenance questions for Stillwater Crossing

A resident asked whether the developer would inspect curbs, manholes and other infrastructure before final paving; Ben said staff requested to be present for developer and contractor walkthroughs and will try to conduct joint inspections with Milcon and Wagner to flag curb and ironwork needing repair prior to final paving.
Council and residents clarified the proposed convenience store/gas station will carry a Rachel Ann address and that the entrance is expected from Rachel Ann, not directly on 571. Ben said the developer (variously referenced as Center Stone/Centerstone) hired Choice One Engineering to perform the traffic study; the council said the north-phase plans will include sidewalk work, roundabout approaches and likely intersection improvements, and that an original design called for a traffic signal though the council had not yet seen the latest plan set.
Residents also raised property-maintenance concerns about high grass and weeds on parcels owned by Storypoint and Centerstone; staff said some mowing occurred but other parcels remained uncut and that they would follow up with the property owners. Councilmembers said they want the developer and contractors coordinated for needed inspections and repairs before accepting final paving.
Next steps: staff will coordinate walkthroughs with developers and contractors, aim to be present for inspections, and follow up on mowing and site maintenance with the owners.
