Byron council approves FY2023 budgets, contracts and several infrastructure actions

At its Dec. 12, 2022 meeting, Byron's council unanimously adopted the FY2023 general, special revenue, debt service and enterprise budgets, authorized multiple agreements (historical society lease, tax services, generator maintenance, solid waste contract) and approved infrastructure items including a Stormwater Master Plan and a Peavy Road roundabout concept funded by TSPLOST.
The City of Byron Mayor and Council, meeting Dec. 12, 2022, approved a package of fiscal and operational measures for fiscal year 2023 and authorized several city agreements and infrastructure projects.
On unanimous votes the council adopted resolutions appropriating the General Fund, Special Revenue Funds, Debt Service Fund and Enterprise Fund budgets for FY2023 and permitted administrative transfers as provided by state law or the city charter. Motions to adopt the budgets were made and seconded as recorded in the minutes (General Fund motion by Michael Chumbley, second by Chris Hodges; other budgets adopted on similar unanimous motions).
Council also authorized multiple agreements: a lease with the Byron Area Historical Society; an agreement with Stephanie T. Ward; an agreement with the Byron Convention and Visitors Bureau Authority; an agreement with Government Tax Solutions effective Jan. 1, 2023; a preventive maintenance agreement for the police department generator with Energy Generation Solutions, Inc.; and an agreement for solid waste collection services with Georgia Waste Systems, LLC. Each authorization passed unanimously as recorded in the minutes.
On infrastructure and planning items, council approved the City of Byron Stormwater Master Plan and authorized pursuit of an easement for the Manchester Subdivision. Council also approved survey and appraisal work for Dunbar Court (as discussed in executive session). Representatives from Georgia Water & Environmental Services provided an update on the Cane River traffic signal and presented three options for a Peavy Road roundabout; council approved Concept 1 and directed funding from TSPLOST funds. Council authorized pursuit of WRATS metropolitan funding. The meeting adjourned at 6:41 p.m.
