Byron council approves routine resolutions, authorizes grants and contracts

The City of Byron Mayor and Council met March 13, 2023, at the municipal complex and approved a series of routine resolutions and contracts, authorized grant applications and loan modifications, and held a public hearing on a rezoning request.
At the start of the meeting, Mayor Michael Chidester called the session to order at 6:00 p.m., Council Member James Richardson gave the invocation and the group recited the Pledge of Allegiance. The council unanimously approved the minutes from its Feb. 13 meeting on a motion by Council Member Michael Chumbley, seconded by Council Member Alan Dorsey.
During a public hearing on a rezoning request for property at 1695 Walker Road, no members of the public spoke for or against the request. Council Member Alan Dorsey moved to approve the rezoning; Council Member Rusty Adams seconded, and the council approved the request.
The council adopted a resolution amending the Deputy City Clerk job description after a motion by Council Member Michael Chumbley, seconded by Rusty Adams. The body also approved a resolution authorizing the mayor to sign a general addendum adoption agreement for the Georgia Municipal Employees Benefit System (GMEBS) defined retirement plan; that motion was moved by Rusty Adams and seconded by Alan Dorsey.
Council Member Michael Chumbley moved and Council Member Rusty Adams seconded a resolution authorizing an intergovernmental agreement with the Peach County Board of Commissioners and the Peach County Board of Elections for the conduct of Byron’s 2023 general election; the council approved the agreement.
On infrastructure and finance matters, the council authorized a 25% local match and the filing of an application for a Building Resilient Infrastructure and Communities (BRIC) grant after a motion by James Richardson and seconded by Rusty Adams. The council also approved a resolution authorizing the mayor to execute a fourth modification to the GEFA loan CW2016048 and related documents (motion by Alan Dorsey, seconded by Michael Chumbley).
Two ordinances were introduced for first reading: Ordinance #2023-2 (an amendment to participation and benefit terms for elected or appointed members under the GMEBS defined retirement plan) and Ordinance #2023-3 (proposed zoning amendments affecting package liquor stores). Both were presented for first reading and will return for further consideration.
Other items approved included ratifying a painting estimate for the municipal complex, approving a professional-services agreement with Bureau Veritas North America, authorizing a contingent agreement with Georgia Peach Festival, amending the city’s Schedule of Fees, approving a Local Government Scrap Tire Abatement Reimbursement Program Agreement to hold a scrap-tire amnesty event, and awarding the low bid for the TSPLOST paving project. On the agenda the council also authorized staff to explore and draft skeletal plans for a potential skate park grant under the Land and Water Conservation Fund.
At 6:40 p.m. the council entered a closed session to discuss litigation pursuant to O.C.G.A. §50-14-2; the minutes record Council Members Michael Chumbley, James Richardson, Rusty Adams and Alan Dorsey as having voted in favor of the motion to move into closed session. The council returned to open session at 6:52 p.m. and adjourned the meeting.
