West Branch council directs updates to meal reimbursements and to review public works pay scale

The West Branch City Council directed staff to prepare policy changes after discussing meal and travel reimbursements and public works pay.
City Administrator Adam Kofoed updated the council on the current meal reimbursement guidelines and the Federal General Services Administration (GSA) per diem rate. Councilmembers agreed the city should align its meal reimbursement with the GSA rate and asked City Clerk Alycia Friis to draft a resolution for the next meeting to enact the change.
Public Works Director Matt Goodale reported that streets employees' starting wages lag current market rates, contributing to turnover, and urged updating the pay scale and entry wage to reflect cost-of-living increases. The council directed that the entry rate for PW streets staff be evaluated and increased to meet or exceed the new minimum, and asked staff to produce updated procedures and a resolution. Council also asked that Goodale’s placement in the pay scale be reviewed and presented for a future vote.
