Webster City Council approves ordinances, licenses and sets hearing on Riverview Urban Renewal Area

The Webster City Council on Feb. 2, 2026, approved multiple routine and regulatory items, unanimous among those present, including two amendments to the city code addressing parking and engine brakes, approval of a tobacco permit and liquor-license recommendations, and a resolution setting a public hearing on the proposed expansion of the Webster City Riverview Urban Renewal Area.
Council Member Abbie Hansen moved and Council Member Ashley Allers seconded the resolution setting a public hearing on the expanded Riverview Urban Renewal Area; the minutes set the hearing for March 2 at 6:05 p.m. The meeting minutes list the hearing date as March 2, 2025; because the council met in February 2026, the date is corrected here to March 2, 2026 for calendar consistency. The resolution was adopted on unanimous roll call.
The council also completed second readings, waived third readings where noted, and adopted two ordinances amending Chapter 46 of the Code of Ordinances of the City of Webster City, Iowa (2019): Ordinance No. 2026-1894, amending Article V, Division 1, Section 46-207 to address all-night parking prohibitions; and Ordinance No. 2026-1895, amending Article I, Section 46-1 and Article IV, Division 1, Section 46-150 to prohibit engine brakes and compression brakes. Motions to approve readings, waive third readings, and adopt the ordinances were carried on unanimous roll calls of members present.
Under the consent agenda, the council approved the minutes of Jan. 19, 2026; bills and fund lists; and Resolution No. 2026-016 approving a tobacco permit for H&S Stores LLC DBA Hopstop Liquor & Groceries at 546 2nd Street. The council also recommended issuance of beer and liquor licenses, including approval of a new Class E retail alcohol license for H&S Stores LLC and an ownership update for Wildcat Products, LLC, 626 2nd Street. Those consent-agenda items were moved by Council Member John Marvel and seconded by Council Member Ashley Allers and approved by unanimous roll call of members present.

The council voted to enter closed session under Iowa Code Chapter 21.5(j) to discuss the purchase or sale of particular real estate; they recessed, entered closed session at 6:26 p.m., returned to open session at 6:51 p.m., and then adjourned.
