Spring ISD board approves memorandum with Junior Achievement for BizTown, Finance Park and 3D high-school program

The Spring Independent School District on June 23 approved a five-year memorandum of understanding with Junior Achievement of Southeast Texas and 3D Texas Schools to bring BizTown (elementary), Finance Park (middle school) and a 3D program for select high schools to district students.
Dr. Eric Tingo, executive director of innovation and student support services, said the MOU includes classroom curriculum and an experiential visit component. For the 2026–27 and 2027–28 school years the district would have no financial obligation, he said, but beginning in 2028–29 the memorandum anticipates a district cost of about $50,000 per participating comprehensive high school.
Trustees asked for clearer language on volunteer screening. Trustee Jensen requested that volunteer screening language require background checks; administration said it would confirm with Junior Achievement and 3D that volunteers and staff who have direct unsupervised access to students are background checked and that district chaperones would supervise district students while on-site.
Trustees also asked how the partnership’s student outcomes will be measured; district curriculum staff said the program maps to multiple math and English language arts standards and that administration will capture expected outcomes and ROI in the district’s program grid going forward. The board approved the MOU with one abstention.
The MOU includes a five-year term and a financial schedule that builds district responsibility in later years. Administration said it will return with clarifying language on volunteer background checks and an expected outcomes summary.
